Paper production from waste paper is a green industry. The government should encourage the recycling of domestically produced waste paper and the export of packaging paper and other products made from waste paper through policy. However, the industry still faces problems such as an irrational product and raw material structure, blind investment following trends, low-level duplication of construction, and disorderly competition. The industry must formulate a sustainable development strategy.

However, we cannot be blindly optimistic about the achievements we have made. Our foundation is not yet solid, our structure is not yet balanced, and our development process still has uncertainties.
Guo Yongxin, Assistant Director of the China Light Industry Information Center and a paper industry expert, pointed out that the devastating impact of the international financial crisis on the industry has passed. However, the industry has not yet fully emerged from the shadow and will continue to move forward with twists and turns.
The household paper industry needs to establish an innovation system. The future market space for household paper is huge, but development through traditional methods is not feasible. Chinese companies must make good use of the large Chinese market, increase investment in sales channels, and build their own brands.
